CONRAC Facility Planning, Negotiations and Ongoing Supervision, 1995-2008
Marshall Fein has participated in all aspects of the facility creation from the inception of the consolidated car rental facility (CONRAC) thru design, construction and operations, between 1995 and 2008. From the initial negotiations for the sizing and location of the CONRAC, Mr. Fein personally participated in the financing, design, initial allocation of spaces (CSB, Ready Return and Service Sites) and reallocation of ready return spaces. Mr. Fein also negotiated business terms and the language located in the concession agreement and the lease agreement (25-year terms) on behalf of the car rental industry. After the facility opened in 2002, he participated in supervising the management of the facility and regular reviews of both operations and maintenance (O&M) and busing to and from the facility. A significant reallocation procedure was exercised in 2006 pursuant to the agreements among the operators and the airport.
